If he's breathing fast and seems to be in distress I'd consider it. That's the hard thing, knowing when to draw the line and give up hope of being able to cure something. Not something you can always answer without being there to see the fish for yourself. Even then it's not always an easy call, unless the fish is basically dying or it's clear there's just no helping it.

If no improvement since Feb 13 and you have tried the antibiotics then there is probably little hope of recovery.
